Introduction

Harbin Research Institute of Electrical Instruments, affiliated to the former Ministry of Mechanical Industry, is the technically exclusive institute of this field. Her main businesses cover from the research and development of electrical instrument products, to the study of the measuring method of electromagnetic parameters, to taking a role in significant national projects by designing and tackling the key problems of measuring and controlling system. Besides that, the institute also carries out comprehensive researches on electromagnetic reference measuring, information management; computer based measuring and controlling technology, and the crucial manufacturing techniques of electrical instruments.

Functions:

1  China Productivity Promotion Center for Electrical Measuring Instruments  

China Productivity Promotion Center for Electrical Measuring Instruments was established in Harbin Research Institute of Electrical Instruments with the authorization by the Ministry of Science and Technology in 1999. （国科高字 [1999]012 号文） . The Center has been developing with focuses on the technology of electrical measuring instruments, and community energy metering and reading, scientifically operating according to the requirements of ISO9001 and SZ/T1-2—1 Specifications on the Services of Productivity Promotion Center, and trying to become an internationally authoritative organization in this field. Being close to the market demands, the Center provides complete services to meet the needs of related enterprises to actually promote their technical originality and market competitive power.

 2 National Standardization Technical Committee for Electrical Measuring Instruments

National Standardization Technical Committee for Electrical Measuring Instruments (abbreviated as the committee below), was founded in 1988 according to unified programming executed by Standardization Administration of the China (SAC) , the former National Quality Supervision Bureau , which is authorized by State Council. The present third committee was established according to the standardization office's plan with the document number [2003]015 of the Standardization Administration of China. The main tasks of the committee are listed as the following:

--To bring forward advice to SAC about policies, regulations and technology measurement of standardization work within its professional sector, in accordance with relevant policies and regulations;

--To be responsible for drawing up its professional standardization system list, and proposing the programming of the establishment and revision of national and industrial standards and advice about annual plan within its professional sector;  

--To undertake the domestic classifying work in the activities of the committees of IEC/TC13 (Equipment for Electrical Energy Measurement and Load Control), IEC/TC85 (Measuring Equipment for Electrical and Electromagnetic Quantities) and

IEC/TC66 (Safety of Measuring, Control and Laboratory Equipment);

--To undertake standardization level evaluation work during quality supervision and inspection, authentication and appraising, and be charge of standardization examination work for technology introduction and other business related to standardization work with its professional sector;

--To undertake consultative and technical service for Local Standards and Enterprise Standards, such as establishment, examination and so on.

With the assigned serial number SAC/TC104 (No.104 Technical Committee of SAC ),

the committee has three sub committees with the following roles:

First sub-c ommittee (SC1): Equipment for Electrical Energy Measurement and Load Control (watt-hour meters, var-hour meters, maximum demand indicators, tele-metering for consumption and demand, equipment for remote meter reading, time switches, equipment for the control of loads and tariffs and consumer services including the equivalent electronic forms of these devices and their accessories), corresponding to IEC/TC13.

Second sub-c ommittee (SC2): analog indicator KWH meter, digit instrument, magnetic measuring instrument, equipment for enlarging range (equipment and systems for measuring, testing, generating, and analyzing simple and complex electromagnetic quantities. Such equipment includes instruments, measurement standards, signal generators, transducers and their accessories.), corresponding to IEC/TC85.

Third sub-c ommittee (SC3): AC device, DC device, equipment for power supply measurement, check equipment, record KWH meter etc., corresponding to IEC/TC85.

The Secretariat of this committee is in Harbin Research Institute of Electrical Instruments.

 4 ． National Quality Supervision and Inspection Center for Electrical Measuring Instruments （ SICEM ）

SICEM is founded according to ISO/IEC guide regulation 17025 and possesses third party impartiality and independent corporate capacity, which is authorized by nation. SICEM is the only national inspection center.

•  National Checking institution for Scientific and Technical Production Checking Authentication of the P. R. China （国科鉴认字（ 077 ）号 ）

SICEM is a legal product quality inspection institution, whose personnel; field and financing are independent to manufacture and user. SICEM has integrate and strict quality assurance system. SICEM possess of international advanced checking instrument and proficient professional checking personnel.

Its impartial attitude, scientific method and accurate data provide relevant department and domestic/foreign manufacturer with checking service. The Center takes good faith and impartiality, science and strictness, accuracy and in time, the best service as quality policy.

5. China Instrument Manufacturer's Association--Branch for Electrical Measuring Instrument

The Association is a national non-profitable and professional socioeconomic organization with the main bodies as electrical measuring instrument related scientific research and design institutes, universities, associations and administrative departments, who are willingly to form the organization without the limits of departments and areas.

The Association 's principles are: to abide by the Laws, regulations, national policies, and the social morals; to take the service for government and member units as the essential work; to play a positive connection role between governmental departments and member units; to actively carry out the information, technology, human resource and management exchanging activities with international counterparts; and to protect the enterprises' legal rights and interests to promote the development of this industry.

6. China Instrument and Control Society-- Branch for Electromagnetic Measuring and Information Processing Instruments

Branch of China Instrument Society of Electromagnetic Measuring and Information Processing Instruments was founded in Oct. 1979. It comprises council and membership, which are elected by some departments (such as scientific research, manufacture, teaching, consumer and administration). The departments engage in electromagnetic measuring and electrical instrument. Through academic intercommunion between home and abroad and qualified personnel training, academic level of scientific researcher has been improved and development direction of electromagnetic measuring and electrical instrument has been caught on. The Branch contributes to development of electromagnetic measuring information processing technology and electrical instrument.

The Secretariat is in Harbin Research Institute of Electrical Instruments.

7. Electrical Measurement & Instrumentation Magazine House

The only professional core technical magazine in China in the field of electrical instruments, Electrical Measurement & Instrumentation mainly reports the measuring method of electromagnetic parameters, and the technology of measuring instruments, meters, testing system and electrical measuring technology in non-electrical quantity measuring. This publication offers a platform for technology promotion, communication and exchange in this specific field.

Electrical Measurement & Instrumentation has a 40-year history and has developed the product advertising business for about 20 years, which has a wide influence on the whole industry of electrical instruments with fast and timely information. And the circulation is 20000 in both domestic and oversea markets .

8. Scientific Research Center

As a professional technology research and product development organization in national electrical instrument industry, Scientific Research Center has solid foundation and advantages in technical power, scientific research, new product development, equipment and the capability of catching up the internationally advanced technology.

Harbin Research Institute of Electrical Measuring Instruments had contributed a lot to China 's measuring and controlling technology, and undertook the research and development of series of nationally emphasized technology projects.
